On Sep 21 EPA announced the new PM satandards:

  • Daily PM2.5 98th percentile in a year, averaged over three years <35 µg/m3. Same form as the current daily standard except reduced from 65 to 35 µg/m3.
  • Annual PM2.5 - three-year average of the annual average PM2.5 is <15 µg/m3. Same as the current annual standard.
  • Daily PM10 - 24-hour PM10 does not exceeded 150µg/m3 more than once per year on average over a three years. Same as the current 24-hour standard.

The daily PM2.5 standard of 35 ug/m3 (98%-ile) is of particular interest since (1) its attainmnet will be violated over larger regions and (2) the role of extra-jurisdictional exceptional events will play more significanr role. During Jul-Dec 2005 the CAPITA group was actively supporting EPA in developing the Exceptional Event Rule through a Exceptional_Events Project.
