KML is a rich language for encoding geospatial-temporal-parameter data and context sensitive metadata.

[edit] Background

  • States and EPA have trouble investigating EEs
  • Standard is needed in such a way that communication between the State and EPA can occur (using GE to link people)
  • KML Standard will also provide a method for States and EPA to investigate EEs

[edit] The Standard:

A fixed set of dataset layers/views to be delivered to users such that a time range and station id are the two inputs required to generate a robust compilation of data for users to evaluate and gather clues as to whether or not an event was or was not exceptional and was the cause of an exceedance.

[edit] Components of KML standard:

  1. Several dataset views/layers
  2. Description balloons that provide space for users to input the description of their interpretation of what occurred during a specified time range
  3. Links in these description balloons to wiki pages and other spaces where communication between individuals can happen
  4. Flexibility in the KML/KMZ files to generate more KML files or change the settings on certain datasets

[edit] Results of standard:

  1. Tools and methods for States to evaluate potential exceedances at specific sites, saving time during the investigation and eliminating confusion as to how to provide the EPA with a sufficient argument
  2. Communication between State and EPA throughout the investigation process
  3. A standard delivery of information for the investigators and the people who must evaluate the merit of the investigation (EPA)
