Need GEOSS CI to connect seperate systems. CoP provides purpose and governance to connect the systems. CoP doesn't do everything, individuals still determine final outputs.

• A community of practice is different from a network in the sense that it is "about" something; it is not just a set of relationships.
• A community of practice's life cycle is determined by the value it provides to its members, not by an institutional schedule.
