Expertise registry used to direct managers to most applicable analysts. Collaborative analysis needs tools to support (workspaces). Bring data close to analyst will improve quality of collection requests and promote deeper knowledge of collection across analytic community. Provide channels for open feedback to Data provider from analyst and between customer/analyst.

Service orientation allows for agile system where user can drag/drop services into workspace. system shift from info share to knowledge sharing combining both content and context on-demand.

• New SoS need to support collaboration and rapid restructuring.
• Meld expertise with policy relevance
• Services include people
• distinction between producer and consumer is blurred
• Mission oriented (i.e. Problem oriented) instead of discrete disciplines
• Use tags for easy data discovery

• Collaboration aided by expertise registries - managers will disseminate customer requests directly to community of analysts best able to contribute

Barriers to change:

• cultural
• institutional barriers creating friction
• budgetary - change can't happen on the cheap, however - will reduce overall cost eventually?
• tyranny of the immediate - constant day-to-day pressures
